At this stage, no. the only real reason is that making an installer handle
both cases it just too hard, and installing stuff so it is available
machine-wide (rather than just the current user) seemed more useful -
especially for people hoping to use it with CGI etc.
You should be able to copy to binaries to your machine, set a PYTHONPATH
variable, and all should be well..
