What do you mean? The client should send LANGUAGE as the first command
(that is, if they want translated messages) so the only problem would be
if the server greeting is a BYE (IP banned or exhausted resources).
The best way seems to attempt mapping them to rfc5530 codes. The second
is a clear UNAVAILABLE, while for the former there are several not
exactly matching ones: NOPERM, AUTHENTICATIONFAILED, PRIVACYREQUIRED.
