proxies in urllib for 1.5.1 will work if you apply the two patches found on the [now somewhat buried] "Patches for Python 1.5.1" page:
     http://www.python.org/1.5/patches-1.5.1/

Or, as Chad suggested, upgrade to 1.5.2
